He said that the questions the most effective people ask themselves when confronted with an issue is that they determine whether it is a one time occurrence or repeatable. If it is repeatable, then they can formulate a policy that will handle the situation in the future. If it is a one time occurrence, depending on availability, it can be delegated or outsourced.
